Gokhale Institute of Politics and Economics (GIPE), Pune, is one of the oldest research and training institutes in Economics in the country, research in the socio-economic dimensions of the Indian society, and training to researchers in this domain being its primary objectives. Established in 1930 by the Servants of India Society, the Institute is registered under the Societies Registration Act, 1860, and the Bombay Public Trusts Act, 1950. The Servants of India Society, founded by late ShriGopal Krishna Gokhale, are the Trustees of the Institute.

In view of the eminent and sustained contribution of the Institute to teaching, training and research in Economics since its inception, and in recognition of its potential to emerge as a centre of excellence in the field of teaching and research in Economics, the University Grants Commission, in 1993, granted to the Institute the status of a Deemed to be University.

A Legacy of Contributions to Socio-Economic Policy-making:

Since its inception in 1930, Gokhale Institute of Politics and Economics is renowned for its initiatives in qualitative research in diverse areas of economic theory and practice. Its studies on Poverty, Rural Employment Guarantee Schemes and Cooperatives were instrumental in shaping public policies, and in formulating economic plans at local and regional level.  GIPE is the one of the handful of research institutions in the country to carry out research on demographic problems facing the country.

The Institute is credited with pioneering contributions by way of surveys, research, informed debate and analysis which has shaped public discourse on major socio-economic initiatives in the State of Maharashtra, as well at the national level.  Some of the major contributions are highlighted below:

  • First cooperative sugar factory in India at Pravaranagar and subsequent support to the cooperative sector.
  • Development of methodology for rural data collection – still in use by NSSO.
  • Development of methodology for national income estimation in rural India – still in use in CSO.
  • Development of methodology for social cost-benefit analysis of large scale irrigation projects.
  • Design of the institutional framework for NABARD.
  • Formulation of the Employment Guarantee Scheme in Maharashtra.
  • Pioneering study on poverty in India.
  • Formulation of National Agricultural Insurance Scheme.
  • Design of weather-based Insurance products.
  • Design of Actuarial Rating of National Agricultural Insurance Scheme.
  • Pioneering study on Business Cycles in India
  • Design of inflation-indexed bonds for Reserve Bank of India.
  • Methodology for contribution of State-level Input-Output tables.
  • Formulae for pricing of electricity based on biomass and bagasse.
  • Evaluation of Comprehensive District Agricultural Plans for various districts in Maharashtra.
  • Impact of NREGA on Wage Rates, Cost of Production, Food Security and Rural Urban Migration

Some of the major on-going research projects at the Institute include :

  • ‘Reversing son preference in India’, a project for UNFPA
  • ‘Capital Flows & Exchange Rate Volatility in the Financial Stability Framework for India’, a project for the Reserve Bank of India
  • ‘Anatomy and Measurement of Judicial Pendency in India’, GIPE pilot study to be submitted to the National Innovation Council.
  • Revival of Unfinished Irrigation Projects in Maharashtra: PPCP model for pilot Nira-Devghar Project.

Keeping up with its tradition of meaningful and socially relevant research, the Institute has now planned to set up a Centre for Drought Prevention and Water Resources Management and a suitable proposal in this regard is being submitted separately to the Government of Maharashtra. Similarly, plans for establishment of a Centre for Public Policy are also on the anvil.

Chair Professorships:

The Institute houses four prestigious Chair Professorships:

  • RBI Chair Professor of Finance for research and teaching in Monetary and Financial Economics (funded by Reserve Bank of India)
  • D.R. Gadgil Professor of Planning and Development (funded by Planning Commission of India)
  • Ford Foundation Professor of International Economics (funded by Ford Foundation)
  • Kamalnayan Bajaj Chair Professor of Industrial Economics (funded by Kamalnayan Bajaj Foundation)

Teaching Programs at GIPE :

Although primarily a research Institute, GIPE has also been recognized as a teaching institution for award of the M.A. and Ph.D. degrees in Economics. The Institute was initially affiliated to University of Bombay, and, in 1949, became a constituent recognised Institute of University of Pune.  As Centre for Advanced Study in Economics, the Institute was granted effective autonomy by the University of Pune in 1986. Subsequently, in recognition of the pioneering stature of the Institute in the study of Economics, it was conferred the status of a Deemed to be University from May 9, 1993.

The flagship MA (Economics) program offered at the institute is a nationally acclaimed and coveted program. In keeping with the need of the present-day economy, the Institute launched,from July 2011, two new Master’s Degree programmes -- MA in Financial Economics and MA in Agribusiness Economics, a Post Graduate Diploma program in Financial Derivates (in association with National Stock Exchange, Mumbai) as well as a Certificate Program in Financial Economics. The MA programs attract the finest talent from across India through a national entrance test. The Institute also supplements the core academic program withaCertificate Course in Computer Applications for Economic Analysis.

Students of the Institute are employed in academic research institutions, international agencies, non-governmental agencies working in developmental issues, financial institutions, forecasting companies, analytic firms, insurance companies, banking sector, retail sector companies, consulting firms, economic journalism, etc.

In accordance with its long-term plans to evolve as a centre for teaching, learning and research in diverse applications of Economics, the Institute has, beginning July 2014, planned to introduce an inter-disciplinary Master’s Degree programme in Law & Economics – an innovative programme would address the need for skilled manpower in niche regulatory authorities such as RBI, SEBI, WTO, CCI, regulatory offices, etc.
